Meyers has recommended to the Illinois Department of Natural Resources (DNR) the closure of the Rock River and Kishwaukee River in Winnebago County. Conservation Police have reviewed the information and conditions, and have concurred with this recommendation. The Illinois DNR has implemented a ARESTRICTED BOATING AREA@ which closes the entire Rock River and the entire Kishwaukee River within Winnebago County for all recreational activity, due to the high water and hazardous river conditions. All public boat ramps within Winnebago County have been barricaded, and recreational users are prohibited from accessing the river or operating within a Arestricted area.@ The presence of debris in the river creates hazardous conditions, which are difficult to detect, and the increased water flow creates a much faster current than what has been experienced over the past few months with the lower water levels. These conditions increase the likelihood of problems for users of the river, which results in exposing first responders to dangerous conditions should a rescue situation develop.Residents of the area are reminded that as the water rises, flooding may continue to occur in areas affected by the higher water levels. Any additional rainfall will greatly impact the water levels, as the ground is saturated, and any significant amounts of rain over the next several days will add runoff to the water levels. Sand and equipment needed for sandbags is available at the following locations: Harlem Roscoe Fire Station #1-10544 Main Street in Roscoe; Michalsen Office Furniture—8010 North Second Street in Machesney Park; Schoonmaker Park—10500 Ventura Boulevard in Machesney Park; New Milford Fire Station—2177 Will James Road in New Milford The Winnebago County Emergency Services and Disaster Agency can also field calls from people with concerns or questions about the flooding. Flood AdvisoryThe National Weather Service is predicting that the Rock River in Winnebago County will rise significantly over the next several days. Due to these predictions and to pre-plan the potential for moderate flooding, the Winnebago County Sheriff’s Department is notifying residents in flood prone areas to be aware of these predictions and conditions as they may change.In anticipation of moderate flooding that may occur, sand and sand bags will be available at two locations: Harlem Roscoe Fire Station #1—10544 Main Street in Roscoe; Michalsen Office Furniture—8010 North Second Street in Machesney Park. The Sheriff’s Department is also utilizing our City Watch Emergency Notification System to alert affected residents of the possibility of flooding. Additionally, beginning at 0800 Hrs. on Saturday, July 24, 2010, a NO WAKE Zone will be in effect on the entire Rock River in Winnebago County. The Winnebago County Emergency Operations Center will be staffed until the flood threat no longer exists. Airport announces non-stop service to West Palm BeachRFD now has seven world-class destinationsROCKFORD, Ill. - Chicago Rockford International Airport today announced new non-stop service to West Palm Beach, Fla.Direct Air will launch the twice-weekly flights Nov. 19. Introductory fares of $79* each way will be available through Monday; after that, fares start at $99* each way. West Palm Beach is RFD's fourth Florida destination, and gives travelers a gateway to The Palm Beaches and Boca Raton. Known as "America's First Resort Destination”, the region features 47 miles of pristine beaches, plus colorful resorts, culinary delights, trendy shops and boutiques and a thriving nightlife. Flights will also put travelers just 45 miles from Fort Lauderdale and 70 miles from Miami. Traffic FatalityOn Monday July 19, 2010 a 40 yr old male was reported missing to the Winnebago County Sheriff’s Department.This individual had left a residence in the Durand area on his motorcycle, late Sunday night 7-18-10. Family members and Winnebago County Sheriff's Detectives and Deputies conducted an extensive search for the missing man. On the afternoon of 7-20-10 family members and Sheriff's Detectives came across his body on Rock Grove Road, west of Eicks Rd. He had crashed his motorcycle and was deceased at the scene. Winnebago County Coroner Sue Fiduccia will release the victims name later this afternoon.

RFD earns spotless rating in FAA inspectionAnnual airport certification shows high safety standardsROCKFORD, Ill. - Chicago Rockford International Airport passed its annual Federal Aviation Administration certification inspection with the highest-possible rating this week. RFD received a zero-discrepancy rating, which means it meets or exceeds all requirements under FAA regulations for commercial airports."The zero discrepancy rating is a much sought-after designation. It indicates that the airport strictly adheres to all FAA operating and safety standards," said Franz Olson, deputy director of operations & facilities. "This is a true testament to safety and professionalism of RFD's Operations & Facilities Department, which has played a key role in making this an international-grade airport." The annual certification process includes complete inspections of the airfield at both daytime and nighttime, examination of all daily safety inspections completed by airport staff and a review of training records, airfield condition reports and notices issued to airmen. Also, the inspection process measures the response time of the airport's Aircraft Rescue and Fire Fighting (ARFF) team, manned by Rockford Fire Department Station 7, as well as compliance by many of the airport's tenants and operators. The FAA has statutory authority under federal law to certify commercial airports. The Part 139 certification process includes an annual two-day inspection, as well as occasional surprise inspections. "Not only did we have a spotless inspection, but the FAA’s study of airport records and procedures shows we have a highly safe operation year-round," Olson said. Chicago Rockford International Airport is home to three passenger airlines - Allegiant Air, Apple Vacations and Direct Air - that serve six world-class destinations. The airport is also home to Ryan International Airlines, which flies U.S. military and other passengers on chartered jets, and cargo operations by UPS and DB Schenker.
ShootingAt approximately 1:20a.m.on Sunday June 20, 2010 Winnebago County Sheriff’s Deputies were sent to the 700 block of Plaisance Ave in regards to a shooting. Upon arrival Deputies found that several rounds had been fired and two homes had been struck in the 700 block. In addition two shooting victims arrived at a Rockford Hospital. Both had non-life threatening wounds. Lucien L. Horton (58 yr old male) was shot while sleeping in a van parked at 729 Plaisance Ave. Antonio L. Horton (44yr old male) was shot inside of 729 Plaisance Ave, when a round penetrated the home. At this point further details are not available. It is unknown if the suspect (s) fired from a vehicle or were on foot or if the Horton’s were the intended targets. Follow-up investigation is being conducted by Winnebago County Sheriff's Detectives. Anyone with information is asked to call the Winnebago County Sheriff's Department or Crimestoppers.
Arson![]() On Monday June 14, 2010 at approximately 2:04a.m. a house fire was reported at 315 S. Memorial Ave. Rockford, Illinois. Responding fire units determined that the home was vacant and was a total loss. A State of Illinois Fire Marshall determined that the fire was of a suspicious nature and responding Winnebago County Sheriff’s Deputies located two young males in the area. Both of the subjects were found to be in possession of marijuana and were placed under arrest. Further investigation by Winnebago County Sheriff’s Detectives led to charges of residential burglary and arson being lodged against them, after review with the Winnebago County State’s Attorney’s Office. Richard A. Schoon (19yrs old) has been lodged in the Winnebago County Jail. The second subject is a fifteen year old juvenile. He has been lodged at Detention.

Wynn On Friday June 4, 2010 Deputies of the Winnebago County Sheriff's Department, along with Agents of the U.S. Bureau of Alcohol Tobacco Firearms and Explosives, arrested two Rockford men after an extended narcotic investigation. Charged with Possession with intent to deliver 1-15 grams of Heroin within 1000 feet of a park is Tyrone Patterson 42yrs old.He is also charged with no FOID card and Resisting an Officer. Bond was set at $250,000.00. Charged with 5 counts of delivery of 1-15 grams of heroin within 1000 feet of a housing project is Jimmy L. Wynn 43yrs old. He is also charged with Unlawful Use of a Weapon by a Felon. Bond has been set at $500,000.00.
Roscoe Shooting Update(June 4, 2010) Alexander Wasson was shot in the arm by a Winnebago County Sheriff's Detective on June 1 2010, at 8383 Kiowa Crossing in rural Roscoe, Illinois.On June 4, 2010 Wasson was released from his treatment and transported to the Winnebago County Justice Center. He has been charged with Aggravated Assault (felony), and lodged in the Winnebago County Jail.
RFD Brings 20,000th Soldier Home through International TerminalVietnam Veterans have welcomed home each soldierThe Chicago Rockford International Airport (RFD) will be hosting a celebration of the 20,000th soldier to come through the International Terminal since the inception of Department of Defense flights started April 2007. The flight is expected to arrive around 12:30pm on Monday, June 7, 2010 at the International Arrival Gate at 60 Airport Drive, Rockford, IL. The Vietnam Veterans of America will also be hosting the soldiers for the 116th time since 2007.
UPDATE - On Roscoe ShootingOn June 1, 2010 a Winnebago County Sheriff’s Deputy shot Alexander Wasson inside a home at 8383 Kiowa Crossing in rural Roscoe.Wasson received a minor wound to his right arm.The investigation into the incident is still on-going and criminal charges have not yet been filed against Wasson, who is still under-going evaluation. The Sheriff’s Deputy who shot Wasson is Detective Pete DalPra.Detective DalPra is a 12 year veteran of the Sheriff’s Department. Detective DalPra is on administrative duty pending the completion of the investigation.
Adopt a Cat in JuneROCKFORD , IL - Alan is one year old, outgoing, friendly, and affectionate lap cat who likes to give kisses and is one of almost 70 cats and kittens currently looking for homes at Winnebago County Animal Services.To celebrate June as Adopt A Cat Month, anyone who adopts an adult cat, one year and over, will receive a free litter pan, scoop, handmade cat carrier mat, bag of dry cat food, DVD on pet care and nutrition, along with one year vaccinations and pet license, spay/neuter, and microchip. The litter pan and scoop are being donated by the shelter’s Volunteer Auxiliary and the handmade mats are donated by a local cat lover. The adoption fee for cats over one year is $40 each; cats in the Lonely Hearts Club are $25 each, and kittens are $85 each. "We have cats of every breed, age, color, and personality that come through our shelter every day," explains Donna Apgar, Adoption Coordinator. “People often overlook the adult cats and don’t realize that an adult cat may be a better choice.” When you meet an adult cat, you pretty much know what you are getting as far as activity level, personality and sociability. Older cats are not as messy or destructive as kittens. They don’t tear around the house, climb your curtains, chew on electric cords, or get into as much trouble. Adult cats are usually calmer, have been litter-trained, and may have been trained to use a scratching post. Since most adult cats in shelters have been previously owned, they may even come already declawed. Cats also make great apartments pets or are a better choice for busy people. Shooting In RoscoeSHERIFF OFFICER INVOLVEDWinnebago County Sheriff's Deputies responded to a call to check the welfare of a subject at 8383 Kiowa Crossing, in rural Roscoe, on Tuesday, June 1, 2010, at 11:00 AM. Upon arrival at this location, deputies began to check the residence and encountered a male occupant, Alexander Wasson, inside. Wasson was armed with a gun. Officers talked to Wasson, at which point he put the gun down and continued speaking with officers. As officers attempted to take Wasson into custody, he picked up the gun in a threatening manner. At that point, a deputy fired his service weapon and struck Wasson. Wasson was immediately treated by Harlem-Roscoe paramedics, who had been staged near the residence, and he was transported to a local hospital with a minor gunshot wound to the arm.Wasson was treated and released for his injuries, but was admitted for further evaluation. Any criminal charges in this incident are pending a review with the Winnebago County State’s Attorney's Office. The deputy involved in this incident has been relieved of his line duty assignment while an administrative review of this incident is being conducted. At this time, the name of the deputy is not being released. The initial call for the welfare check was made by a concerned family member.
ComEd customers fleeced by con artists impersonating ComEd workersNumber of reported scams has increased more than 70 percent so far in 2010CHICAGO (June 1, 2010) - With a more than 70 percent increase this year in cases involving con artists impersonating ComEd workers to obtain cash or personal information from customers, ComEd is warning customers to protect themselves. ComEd officials report that impersonators use a number of tactics to snare their victims. In some cases, the scam artists wore plain clothes, and other times they wore some clothing similar to a utility worker such as a hard hat, a shirt with a ComEd logo, or a generic orange safety vest. And with the number of impersonations rising at an alarming rate, what should customers do? 1.) Always ask to see a company photo ID before allowing any utility worker into your home or business. 2.) Never pay on-site for “services.” ComEd employees never will ask for cash payments or personal banking information. 3.) Be skeptical of individuals wearing clothing with old or defaced ComEd logos. If you have any doubts, ask to see a company photo ID. ComEd Vice President of Strategic & Support Services Rita Stols said the key is to always ask to see a company photo ID before letting anyone into your home or business. This applies whether the individual identifies himself as a utility worker, a postal carrier or cable technician. "Twelve incidents have been reported to ComEd so far this year, up from seven for all of 2009," Stols said. "Other utilities have reported additional incidents, and a wide variety of customers have been targeted, ranging from individuals to a church to small businesses. So everyone should be on the alert." Customers have reported losing as much as $700, but in some cases, customers’ skepticism has protected them from being scammed. The most recent incident occurred on May 27 on Chicago’s Northwest Side when a customer reported that a man knocked and claimed to be a ComEd employee. The man asked several questions about the customer's home and requested to enter. When he would not show a company ID, the resident refused and contacted the police and ComEd. No arrest has been made. If you believe you are a victim of a scam, please report it your local police and call ComEd security at 800-550-6154.
Winnebago County Neighborhood Enhancement and Alliance TeamThe newly formed Winnebago County Neighborhood Enhancement and Alliance Team (NEAT) which is comprised of unincorporated area Neighborhood Watch members is hosting a Meet and Greet between themselves and their elected County Board members on June 2, 2010 beginning at 6:30 p.m. at the Klehm Arboretum.The evening will begin with opening remarks from NEAT'S Chairman, Victor Karvelius followed by a breakout session with those County Board members who have Neighborhood Watch programs in their Districts. This affects Districts 1, 3, 5, 6, 7, 8 and 14. The breakout session will give Neighborhood Watch coordinators personal time with their respective County Board representatives to outline those issues of importance in their areas. CANCELLATION OF JUNE OUTDOOR WARNING SIREN SYSTEM TESTWinnebago County will be conducting some maintenance on the Outdoor Warning Siren System during the daytime hours from Tuesday, June 1, through Saturday, June 5, 2010. With this maintenance taking place, the monthly test scheduled for June 1 will be cancelled. Throughout the week, however, individual sirens may sound periodically as part of this maintenance.In the event of threatening weather (more than just cloud cover or rain showers), the maintenance/testing of sirens will be postponed to eliminate any confusion to residents. The next regularly scheduled testing of the sirens will take place on Tuesday, July 6, 2010 at 10:00 AM.
BURGLARY ARREST![]() On Tuesday May 25, 2010 detectives of the Winnebago County Sheriff’s Police, arrested 28yr old Erin Marie Youngberg (female DOB 7-1-81/Rockford). She was arrested in Rockford after an intense investigation of residential burglaries taking place both on the far south-east end and the western portions of Winnebago County. Ms Youngberg has been charged with two counts of residential burglary. She is charged with a burglary in the 7200 block of S. Mulford Rd and one in the 5600 block of Tipple Rd. Ms Youngberg has been linked to numerous other residential burglaries including those that have taken place on Telegraph Rd. on May 17, 2010. The investigation is continuing and additional arrests are anticipated. Ms Youngberg is lodged in the Winnebago County Jail.

County's Bond Rate Upgraded by Two Levels(Winnebago County IL) - Winnebago County was recently notified that its financial rating as determined by Moody’s Investor Service was upgraded from an A-1 rating to an Aa2 rating. The change moved the County from the mid-range security of level A range to the strong security level of Aa range. This is a two step increase and will save the County considerable interest dollars on future borrowings.The upgrade is due to satisfactory financial operations supported by healthy reserves and in particular, they highlighted the County's policy of a reserve equal to 25% to 30% of annual General Fund expenditures. This was emphasized as a financial posture, offsetting the operating deficit due to the economy. We are especially proud of Moody’s upgrade in light of the economic times we are dealing with in our County.
HOME INVASION/SHOOTING IN MACHESNEY PARKOn Sunday May 23, 2010 Winnebago County Sheriff’s Deputies were sent to the 1000 block of Harlem Rd, Machesney Park, Illinois to meet with Loves Park Police Officers who had located a shooting victim.Upon arrival they found that the Loves Park Officers had located 27yr old Floyd Prunty. He had gunshot wounds to his groin and left arm. Prunty was transported to a local hospital where he has been admitted in stable condition. Prunty indicated that he had been shot inside of his home in the 900 block of Harlem Rd. He advised that he and his wife had returned home after an evening out and were confronted by two masked men inside of the home. Both men were armed. Prunty was shot inside of the home and was able to escape out a window. His wife was not injured. The suspects fled the home at this point. A search of the area was conducted by Sheriff’s Deputies and Loves Park Officers with the aid of a K-9. The suspects were not located. The suspects are described as black males, both wearing masks. Nominate a Hometown Hero to Fly with the Thunderbirds at this Year's AirFestRockford, IL - The Chicago Rockford International Airport and the U.S. Air Force Thunderbirds have teamed to host a "Hometown Heroes" flight program in Rockford during Airfest 2010. This program is designed to highlight someone from the Rockford area who has given of themselves to better the community. The nominated local hero will receive a one-hour Thunderbird orientation flight in one of the world’s premiere fighter jets-the Lockheed Martin F-16D.Heroes might include, but are not limited to; an average citizen who heroically saved a life; a renowned teacher; a community humanitarian; a local firefighter, paramedic or police officer; one who mentors children or volunteers as a coach or tutor in a youth program; or someone who dedicates their life to working with at-risk children. People ineligible for the program include, but not limited to; elected and appointed officials; unit honorary commanders; newscasters; reporters; or other individuals who have the ability to garner publicity in their own right. Persons with prior felony convictions are not eligible for a flight with the Thunderbirds under the Hometown Heroes Program. Drug ArrestOn Thursday May 6, 2010 members of the Winnebago County Sheriff's Police Metro Narcotic Unit executed a search warrant at 408 West Main St, in Durand, Illinois. As a result of the search warrant, small amounts of marijuana and psilocybin mushrooms were located in the residence.Located at the home and charged was Michael Paul Liptak (DOB 3-5-84).He was charged with Violation of the Cannabis Control Act (possession with intent to deliver 10-30 grams of cannabis) and Violation of the Illinois Controlled Substances Act (possession with intent to deliver within 1000 feet of a church) less than 50 grams of a substance containing psilocybin. Warrants have been obtained for Paul Liptak (DOB 1-22-52) and Kelsey Liptak (female/ DOB12-26-89), charging both with Violation of the Cannabis Control Act.
Memorial DisplayWinnebago County Sheriff Richard Meyers and Winnebago County Board Chairman Scott Christiansen will be "re-dedicating" the memorial display for fallen Winnebago County Sheriff's deputies. The original display was dedicated in 1984 in the Public Safety Building. After moving to the new Winnebago County Justice Center, Sheriff's personnel worked to find a suitable location for the display, which includes a bronze plate with the name and badge of each deputy who has died in the line of duty. The memorial display has been updated and accessories have been added from what was formerly displayed in the Public Safety Building. This display and dedication will be located in the main hallway by records as you walk towards the administrative offices, just off of the lobby entrance.The public is invited to attend this event, which will be on Thursday, May 13, 2010, at 2:00 PM. We will be honored by the presence of several surviving family members of those deputies who paid the ultimate sacrifice and are remembered in this display. Active and retired sheriff's deputies will also be in attendance. This is taking place during Police Memorial Week, and the police memorial church service will be held that same night at Roscoe United Methodist Church at 7:00 PM.
Logo Competition for Freedom Field Renewable Energy Program(Rockford IL) – County Board Chairman Scott Christiansen is pleased to announce a competition open to all graphic artists in Winnebago County for the design of a logo to be used to promote the Freedom Field Renewable Energy Program. The competition is being held with the assistance of the Rockford Area Arts Council.Freedom Field Freedom Field is a not-for-profit organization formed by local government and business officials to facilitate the development and operation of a renewable energy solutions center. The center, which is located in the Rock River Water Reclamation District’s complex, will increase regional awareness of renewable energy opportunities and strive to facilitate local development and commercialization of renewable energy solutions. Chairman Christiansen stated, “It is my great hope that our graphic artists will conceptualize a logo that clearly reflects the purpose of the organization. As the Freedom Field program continues to explore ways to decrease our dependence on fossil fuels, we learn more about what is truly possible when it comes to alternative energies. We are looking forward to seeing some exciting work from the outstanding graphic artists we have in this county.” An artistic competition will also be held for students in grades 7 - 12 who attend Winnebago County schools. Murder Arrest![]() On Friday November 2, 2007 the body of 40yr old Michelle Ann Almquist was found in the 6100 block of Valley Trail at approximately 5:45a.m. An Autopsy contacted by the Winnebago County Coroner's Office determined that she had been stabbed to death. An intense investigation was conducted by detectives of the Winnebago County Sheriff's Department in coordination with the Winnebago County State's Attorney's Office and has resulted in murder charges being filed against William Bainer III. Bainer is currently in the custody of the Illinois Department of Corrections, charged with armed robbery out of Cook County. He has been brought back to the Winnebago County Jail to appear in court on the murder charge.
Drug Arrest![]() On Tuesday April 27, 2010 members of the Winnebago County Sheriff's Police Metro Narcotic Unit, assisted by officers of the State Line Area Narcotic Team, conducted searches of two homes. One was at 4334 Sunbury Dr. Rockford and the other at 5541 Windy Knoll Dr. Loves Park, Illinois. As a result of the searches, approximately 125lbs of marijuana was recovered as well as over $137,000.00 United States Currency and three vehicles. Arrested and charged with two counts of possession with intent to deliver over 5000 grams of cannabis is Gustavo Alvarez (male DOB 6-4-79/30yrs old).
Machesney Park Drug Arrest![]() On Tuesday 4-20-2010 at approximately 6:30a.m.Detectives of the Winnebago County Sheriff’s Police Metro Narcotic Unit, arrested 25yr old Robert Glen Morehead (DOB 11-7-84), at his residence, 921 Minns Dr. Apt#1,Machesney Park, Illinois. The arrest was a result of a narcotic investigation into heroin sales in the Rockford/Machesney Park area. Search warrants were executed at the Minns Dr. location as well as 2915 Kenmore Ave, Rockford. Heroin, United States Currency, a stolen 40 cal. semi-automatic pistol and evidence related to heroin sales was recovered. Morehead was also served with two arrest warrants for the sale of heroin, which had been obtained by detectives. In addition to the arrest warrants Morehead has been charged with Unlawful Use of a Weapon by a felon, Possession of a stolen firearm, resisting an officer and possession of heroin with the intent to deliver. The charges against Morehead are merely allegations. He is presumed innocent unless proven guilty in court.
Bell School Road ImprovementsApril 14, 2010 - (Rockford, IL) - Chairman Scott Christiansen announced today that Winnebago County has received Emergency Repair Program (ERP) funds that total $600,000. from the Illinois Jobs Now Program (Mini Capital Plan) to help offset the cost of improving Bell School Road between Newburg Road and Mill Road. Christiansen said “A big thank you goes to State Senator J. Bradley Burzynski and State Representative Ronald A. Wait who were instrumental in spearheading this funding for Winnebago County.”
Squad Car Video ReleasedThe National Transportation Safety Board (NTSB) has authorized the Winnebago County Sheriff’s Department to release the in-car video taken from a Sheriff’s squad car of the conditions of the railroad tracks prior to the derailment. This squad was dispatched to assist the Rockford Police Department in checking reports of a washout of the railroad tracks west of Mulford Road. Due to high call volume from the storms that evening, Rockford Police had no one immediately available to respond to the call. The NTSB is the lead agency conducting the investigation of the Canadian National Railroad train derailment that took place in Rockford at the Mulford Road railroad crossing on June 19, 2009.
Friday Flight to Paducah Sells Out in Eight HoursRegional Quilters Come Out in NumbersRockford, IL – The Chicago Rockford International Airport (RFD) announced that the first of two flights to the American Quilter's Society Annual Quilt Show in Paducah, KY has sold out after only being on sale for eight hours. Regional quilters from the Sinnissippi Quilters Guild were lined up at the RFD Main Terminal yesterday morning booking their tickets. This doesn’t include the numerous quilters that were booking their seats online. This broke the original record for a sold out day trip by nearly 10 hours.“What Oshkosh is to pilots, Paducah is to quilters,” said Judy Mullen, a member of the Sinnissippi Quilters Guild and one of the organizers of the trip. “I want to thank the airport for their ability to make this happen for our group. We look forward to flying down and back in one day while enjoying the show in between our flights.” RFD announced the flights to Paducah after receiving an initial request from the Sinnissippi Quilters Guild. This request was then followed up with 300 written letters of support by members of the guild. “After we received these letters of support it was apparent that these ladies really wanted to go to Kentucky,” said RFD Executive Director. “It’s one thing to launch a day trip destination and hope that it sells out, as we don’t know if the public will respond to it with the enthusiasm that we do, but when you have a large group of people, enough to fill one or two aircraft, telling you that they want to go to a specific destination that is hard to pass up,” he continued. The airport encourages groups with 300 or more people to have a representative contact the airport to discuss day trip and charter opportunities. RFD Receives Decorative Logo Quilt From Local QuiltersUnique Day Trip Opportunities Possible![]() Rockford, IL – The Chicago Rockford International Airport (RFD) received today from the Sinnissippi Quilters Guild a quilt that is a replica of the RFD sunrise logo. The quilt measures 104 inches by 104 inches. It was pieced by machine, appliquéd by hand, and quilted by machine. The top half of the quilt depicts an airplane flying into or out of RFD at sunrise. The lower half of the quilt shows the Rock River flowing through Rockford and the many forests and farms that surround the city. “We as a guild have made quilts for Rockford City Hall, Memorial Hall and the Rockford Public Library to name a few and ever since the RFD logo was released, I have wanted to make it into a quilt,” said Judy Mullen. “I felt as the guild celebrated its 30th anniversary this year, that we should make a quilt to hang in the RFD Main Terminal to welcome visitors to Rockford. I asked for volunteers for this project and Judy Peters, Sandy Pyper, Claudia Sobocinski, Karen Grover, Dee Pitthan, and Kathy Bender, all of whom are wonderful quilters, agreed to help me.” The quilt will be on display on the east wall of the Main Terminal Building near the baggage claim carousel. “I want to personally thank the Sinnissippi Quilters Guild for their gift of the RFD quilt for the terminal,” said Executive Director Bob O’Brien. “We strive to give the passengers who use our terminal an ‘at home’ atmosphere and nothing portrays that atmosphere better than having your very own home-made quilt.”
Unique Day Trips PossibleFor the past three years the Sinnissippi Quilters Guild has heard about the RFD Day Trip program to places like Niagara Falls and Mackinac Island. Their interest led to a phone call asking the airport if they could day trip to Paducah, Kentucky for the American Quilter's Society Annual Quilt Show. After mobilizing over 300 quilters to write letters of support, the airport was able to secure an aircraft and will be operating two day trips to Paducah, Kentucky."The Day Trip program for the Quilters Guild allows them to fly for two hours and see a day of the show, instead of driving for 12 hours round-trip and adding the expense of a hotel room," said O'Brien. "Day trips to popular events or destinations for organizations, like the Sinnissippi Quilters Guild, are not an uncommon request we receive. We've heard from school groups looking for trips to national landmarks and other groups looking to attend special events for a day or two, and while we don’t have anything scheduled at this point, we hope to make these trips and others a reality," he continued. Groups of 300 or more people travelling to a location are encouraged to designate one representative to contact the airport to discuss day trip and charter opportunities. Airport Board Chairman ResignsRockford, IL – The Chicago Rockford International Airport (RFD) announced today the resignation of Mike Dunn, Greater Rockford Airport Authority (GRAA) Board Chairman. His resignation is effective immediately.Below is a copy of his resignation letter that was received by the members of the GRAA Board of Commissioners and RFD’s Executive Director, Bob O’Brien: It is with great sadness that I announce that I am resigning, effective today, my position as a member of the Board of Commissioners of the Greater Rockford Airport Authority. I do so in order to accept the challenges set forth for me by Mayor Morrissey and Chairman Christiansen to serve as a member of the new Rockford Area Venues and Entertainment Authority and by my new fellow board members to serve as the Chairman for the new board. I have spent eight wonderful years as an airport commissioner, with the last six as chairman. I have been fortunate to witness first hand a lot of great accomplishments at the airport, the most important being the renewed belief in the airport by the taxpayers of our region in being both a passenger and cargo operation as well as a leading economic engine for the region. Being a member of the board that was able to bring Bob O’Brien to RFD, paying off the UPS bonds in advance thus lowering the property tax burden to taxpayers, reintroducing non-stop passenger jet service to six locations, building a new international arrival gate, continuing the importance of air cargo operations at RFD, outsourcing the police and fire services at the airport to the City of Rockford Police and Fire Departments, and reintroducing an annual Airshow to the region are all accomplishments that I am very proud to have been a part of. Over the years, I have often been asked the question, “What do you credit the success of the airport to over the last decade?” My response has always been and remains the same today, when you have the right people on the board, a great executive director, and a staff that is as good as any private sector organization, only good things will happen. And that is true at the Chicago Rockford International Airport. I have been very blessed to have worked with and to have been associated with many fellow board members over the last eight years. I have enjoyed my time with each of them. The airport is fortunate to have had the quality of individuals appointed by the appointing authorities who have all worked so hard to make RFD successful. I know that I leave the airport in the hands of a great board, a dedicated executive director, and a terrific staff. Therefore only good things will continue to happen.
Mike Dunn April 6, 2010 RFD Lands Two Tactical Demos for AirFest 2010Advance-Sale Ticket Prices Increase April 1Rockford, IL – The Chicago Rockford International Airport (RFD) announced today it has secured the performances of two military tactical demonstrations for AirFest 2010. In addition to AirFest’s headline performer, the U.S. Air Force Thunderbirds Demonstration Team, the United States Marine Corps AV-8B Harrier Demo and the U.S. Navy F/A-18 Super Hornet Demo will take flight.“AirFest is a great place to see many types of military aircraft as well as some of their operational maneuvers that you might never get a chance to see,” said Executive Director Bob O’Brien. “These two tactical demos are sure to be crowd pleasers as they highlight the only active vertical and/or short take-off and landing (V/STOL) aircraft the military currently has and one of the most widely used aircraft in the Navy and Marines,” he continued. The Harrier demo will be performed by Marine Air Group (MAG) 14 from Marine Corps Air Station (MCAS) Cherry Point located in North Carolina. MAG-14’s mission is to conduct offensive air support, anti-air warfare, electronic warfare, assault support, and air reconnaissance operations in support of the Marine Air-Ground Task Force or joint and coalition forces, and conduct fleet replacement program training in order to provide combat capable aircrews to operational squadrons. The Super Hornet demo will be performed by Strike Fighter Squadron 106 (VFA-106), also known as the "Gladiators" from Naval Air Station (NAS) Oceana located in Virginia Beach, VA. As the East Coast Fleet Replacement Squadron, the Gladiators’ mission is to train Navy and Marine Corps F/A-18 replacement flight crews to support fleet commitments. AirFest 2010 is scheduled to take place on Saturday, July 31 and Sunday, August 1.

Metro Counties Conference(Rockford IL) – County Board Chairman Scott Christiansen, County Administrator Steve Chapman, and County Board Member, Dist. 4 Dave Fiduccia spent the day in Springfield attending a Metro Counties Meeting with leaders from the 12 largest counties in Illinois followed by meetings with state legislators.Their discussions included probation reimbursement, unfunded mandates by the State of Illinois, and the Governor’s proposal to cut State Income Tax Revenues owed to local governments by 30% (a reduction in revenues by $1.6 million in Winnebago County). Chairman Christiansen stated, “It is critical that the leadership, from the State’s Counties, share ideas and work together on proposed budget cuts, legislation, capital plan, and selling of bonds, as all of these issues have a profound effect on all counties in Illinois”.
RFD Officially Opens International Terminal Building ExpansionTIGER Grant Funds Additional Airport ProjectRockford, IL – At a ribbon cutting ceremony today, officials at the Chicago Rockford International Airport (RFD) officially opened the $1.1 million International Terminal Building Expansion. A stimulus grant that was received from the United States Department of Transportation’s (USDOT) Transportation Investment Generating Economic Recovery (TIGER) program funded the expansion project. The TIGER program receives funding from the American Recovery and Reinvestment Act.“Our seasonal service to Cancun and international flights chartered by Oprah Winfrey for her 1,500 employees have been huge in demonstrating that our previous facility needed to be expanded if we are to successfully court more carriers to start international operations here at RFD," said Bob O’Brien, Executive Director. The International Terminal now includes an expanded Federal Inspection Station (FIS) and an arrival area with over three times the amount of baggage claim space that the previous facility had. With the increased space for both customs and baggage claim, returning passengers can clear customs, claim their bags and reach their cars nearly three times faster than at O’Hare. The expansion also includes additional restroom facilities between passport control and exit control. “What makes this facility unique is not only will it be used as an international arrival facility but in the event that we need to use it for domestic flights, we can close off the FIS portion and we have a fifth domestic arrival gate,” said Franz Olson, Deputy Director of Operations and Facilities. The facility started to receive passengers in late December 2009. The first commercial international flight to use the International Terminal arrived from Cancun in January 2010. Additional TIGER Funded Project at RFDThe TIGER program is also funding phase one of the two phase rehabilitation of Taxiway B South. During phase one, Taxiway B South – from Taxiway E to the approach end of Runway 1 – was reconstructed, receiving widened shoulders and all new LED taxiway lighting at a cost of $3.2 million. The project is 80 percent completed after stopping for the winter season.
Drug Bust![]() Members of the Winnebago County Sheriff’s Police Metro Narcotic Unit and Agents of the Federal Bureau of Investigation have conducted a narcotics investigation involving a Rockford resident named Jose DeJesus Pinedo (DOB 8-31-68/41yrs old) AKA BENJAMIN JIMENEZ.. The investigation lead to a vehicle being stopped on N. Alpine Rd. on the evening of March 16,2010 and the subsequent search of a residence on Rockford’s Northwest side, and the search of a storage facility on Rockford’s South side. As a result of the searches over 300 lbs of marijuana and over $150,000.00 in cash was seized, as well as a handgun and sawed off shotgun. The investigation was reviewed with the Winnebago County State’s Attorney’s Office and charges were authorized. Pinedo has been charged with Manufacture/Possession of over 5000 grams of marijuana, Unlawful Use of a Weapon and Possession of a weapon without a valid FOID card. A conservative street value on the recovered marijuana is $200,000.00 Pinedo is being held in the Winnebago County Jail.

Rockford, IL – The Chicago Rockford International Airport (RFD) has received the Diamond Award as the top-ranked airport in North America in its “landed weight” category at the Air Cargo Excellence Awards Ceremony held on March 9th in Vancouver, British Columbia. The airport was named an “Excellent” airport, for the second consecutive year, by the ACE Survey. RFD received an overall score of 120. This score allowed the airport to jump six places from seventh to first in the half-million and less tons category. The Diamond Award was for the "Highest Overall Rating" based on the results of the Air Cargo Excellence (ACE) Survey conducted by Air Cargo World magazine. Airport and airline category winners are chosen by the readers of the magazine. "This award shows the continued commitment to air cargo,” said Executive Director Bob O’Brien. “An award of this significance will help reinforce RFD’s message as a first-rate, low-cost, high-value facility and will assist our case as we approach international cargo airlines." RFD was also identified by survey respondents as an airport that has made significant improvements. The airport has steadily improved its score over the last three years after receiving an initial score of 97 in 2008, earning a score of 104 in last year’s survey, and improving again to this year’s score of 120.
About the ACE SurveyAir Cargo World magazine’s ACE Survey is based upon a rating system that measures airlines and airports on specific criteria and subsequently ranks them to identify above or below average performance over the last 12 months. Airports and airlines are scored on four criteria. Airports are scored by the airlines on performance, value, facilities, and operations; airlines are scored by freight forwarders on customer service, performance, value, and information technology. Overall scores above 100 are considered “Excellent.” The Ace Survey shows an airport or airline exactly how they are performing against an industry average. This is particularly meaningful as the results provide a standard on which to improve as well as highlighting the areas in need of improvement.
